2000~2004, He studied in Jilin University and got his bachelor's degree, with major in opt-electronics. 

2004~2009, He took a successive postgraduate and doctoral program in CIOMP (Changchun Institute of Optics, Fine Mechanics and Physics), CAS (Chinese Academy of Sciences), and got his PhD with major in optical engineering. 

In 2015, he was entitled as full professor in CIOMP, and took part in the work for founding CGSTL.

Currently, he is the vice president and chief engineer of CGSTL, and also a professor in the University of CAS.

His research interests are the area of satellite’s overall design, especially the payload and platform integration technologies, and also space optics, optical remote sensing, processing and applications. Until now, he has published more than 70 papers in scientific journals and holds a number of patents. 

During his institute career, as a principal investigator, he has hold a series of space optical instruments developing and played an important technical role in many national space remote-sensing projects, such as the National High Technology Research and Development Program of China (863 program), the National Natural Science Foundation Program, and CAS’s Youth Innovation Promotion Association’s programs, etc.. Now, as a full-time expert working in CGSTL, he puts emphasis on the construction of Jilin-1 satellite’s constellation, for high resolution remote-sensing applications. He has took part in the developing work in more than 10 high performance satellites.

For awarding his achievements, He was selected as a member of the Youth Innovation Promotion Association of CAS, and member of the 5th Chinese Association of Young Scientists and Technologists. He has won the CAS's special prize of president scholarship in 2009, the special prize of the 9th Changbai youth science and technology award in 2013, the CAS’s LuJiaxi Young Scholar’s Prize in 2016, the special prize of Jilin Province’s Young Scientists in 2019, etc. In recent years, He won 3 scientific prizes, from the government, for his new works on the satellite remote sensing technologies.
